I have examined the accompanying Ordinance, entitled

An Ordinance to repeal Ordinance No.5 of 1902,

and I am of opinion that the Ordinance is one which is not contrary to

the Governor's Instructions.

The object is to repeal No.5 of 1903. It is expedient, if not

to pass this Ordinance because though, as appears by

the title, Ordinance 33 of 1902 intended to repeal Ordinance 5 of

1902, and does so by implication, yet there are no specific words

of repeal, those words having been omitted by a clerical error not

acticed at the time.
